MLTC was created by nine First Nations located in north-west Saskatchewan who have constitutionally recognized aboriginal rights and Treaty Rights under Treaties #6, #8 and #10. The primary purpose of MLTC is to serve those First Nations in their aspirations for cultural, economic and political autonomy. The Meadow Lake Tribal Council is seeking a Change Management Specialist to:
- Ensure smooth transition and increase adoption by helping manage the human side of change, ensuring that employees understand, embrace, and adapt to new processes, systems, or organizational structures, minimizing resistance and disruptions.
- Mitigate risk by conducting thorough impact assessments and managing potential risks, reducing the chances of failure, delays, or costly errors during implementation, and safeguarding both operations and employee morale.
- Enhance communication by ensuring clear and consistent communication, keeping everyone informed, reducing uncertainty, and promoting transparency, which helps maintain trust within the organization.
- Sustain performance by providing ongoing support, training, and resources, ensuring MLTC employees and stakeholders are equipped to operate effectively during and post-change.
Reporting to the Director, IT, the ideal candidate will be flexible, possess strong analytical skills, and embrace collaboration, creative thinking, continuous improvement, and building meaningful relationships with stakeholders. This is a full-time, permanent position located at the MLTC Head Office in Meadow Lake, SK.

Duties:
Change Management
- Create and execute tailored strategies to manage organizational change, including communication plans, stakeholder engagement, and training initiatives to ensure smooth transitions.
- Assess the potential effects of changes on people, processes, and systems, identifying risks, and developing plans to mitigate negative impacts.
- Engage and collaborate with key stakeholders at all levels to gain buy-in, address concerns, identify training opportunities, and ensure their support for the change process.
- Design and execute communication plans to keep employees informed and aligned throughout the change process, ensuring transparency and consistency.
- Develop and deliver training programs, tools, and resources to equip employees with the skills and knowledge needed to adapt to existing and new systems, processes, or structures.
Social Media
- Develop and design engaging, relevant, and shareable content (text, images, videos, etc.) tailored to each social media platform to align with the brand’s voice and strategy.
- Plan, implement, and optimize social media strategies to increase brand awareness, engagement, and follower growth, while supporting broader communication goals.
- Manage Community – Monitor social media platforms, respond to comments and messages, and engage with followers to foster a positive online community and strengthen customer relationships.
- Track and analyze key metrics (engagement, reach, impressions, conversions) using analytics tools to measure the effectiveness of social media campaigns and inform future strategies.
- Keep up to date with the latest social media trends, tools, and best practices to continuously innovate and refine social media activities, ensuring the brand stays relevant and competitive.
Telecommunications
- Plan, implement, and maintain telecommunications systems, including phone lines, VoIP, data communication networks, and other related infrastructure to ensure reliable communication services.
- Continuously monitor telecom systems for performance issues, promptly troubleshoot and resolve technical problems, ensuring minimal downtime and optimal performance.
- Evaluate, recommend, and implement upgrades to telecom hardware and software, ensuring systems remain up to date with evolving technologies and organizational needs.
- Work with IT experts to implement and maintain security protocols to protect telecommunications networks from unauthorized access, data breaches, and other cyber threats.
- Manage relationships with telecom service providers and vendors, and ensure timely service delivery, while collaborating with internal stakeholders to address communication needs and improvements.
Other Duties including but not limited to
- Performs other duties as assigned by the Director, IT or as required to manage the adoption of new technologies and/or services.
- Ensure proper cross-training to provide back-up for other team members during scheduled and unscheduled absences.
Qualifications:
Minimum:
- University degree or diploma in a field related to business administration, human resources, communications, training/teaching or a related discipline is required. A combination of education, such as industry certifications that demonstrate expertise and a commitment to continued professional development, and experience will be considered.
- Certificate in Change Management (Kotter, Bridges, Prosci, ACMP, APMG) is an asset.
Preferred:
- A background in Business Analysis, Organization Development, Social Sciences, Education, Content Creation, or other related disciplines would be an asset.
Other:
- Demonstrated experience leading and implementing successful project change management support.
- Knowledge of and experience using automated change management systems or learning management systems used to automate training, internal/external communication, including SharePoint Online and social media sites.
- Experience supporting and maintaining telecommunications systems.
- Flexibility and creativity to deploy and adapt change management strategies and other industry best practices to develop customized communication and training plans that fit the needs of affected stakeholders.
- Proven ability to develop and deliver communications, presentations and training at multiple levels. (e.g. executive team, board members, management, employees, etc.).
- A strong understanding of adult learning principles and experience in developing and managing training programs.
- Creative thinker capable of building consensus and working collaboratively with various levels of stakeholders, both internal and external, to identify pragmatic solutions and drive action even when having no formal authority to require change.
- Strong analytical skills and extensive experience interpreting a strategic vision and industry trends to execute into a workable operational business model and strategic road map.
- Strong technology background, current with new and developing technologies, and familiarity with enterprise systems with substantial exposure to both on premise and cloud systems, multiple hardware platforms, integrated information, communications systems, etc.
- Ability to develop and execute communication and training plans.
- Ability to work long and irregular hours, sometimes under stress, and sometimes on weekends or evenings when emergency calls need to be answered or planned maintenance or upgrades occur.
- Proficient using Microsoft Office 365, Google, Adobe, Teams, SharePoint Online as well as PC and Mac devices.
- Preference will be given to individuals who speak either Cree or Dene.
- Willingness to travel extensively and possession of a valid driver’s license.
- Must possess a valid Class 5 Driver’s
