Health Programs Evaluation – Contractor
Expression of Interest
The Meadow Lake Tribal Council (MLTC) Health & Social Development invites evaluators with experience in program evaluation, indigenous community engagement, and health & social delivery to submit an Expression of Interest. The evaluation will focus on understanding the efficacy, impact, and sustainability of MLTC’s comprehensive suite of programs and services, ensuring that all findings and recommendations are grounded in both quantitative evidence and the lived experiences of local community members.
Specific Roles and Responsibilities:
• Evaluate MLTC’s Health and Social Development programs and services
• Collect data through reviewing documents, statistical reports, interviews, focus groups, community members, program users, external partners and funders.
• Utilize a program logic model framework to outline health programs, their objectives and target populations, the resources allocated to each objective, and the outputs and outcomes of each program.
• Must ensure extensive involvement of the community, staff and leadership for input and evaluation.
• Review and analyze health program data, reports, as well as census data about the following communities: Birch Narrows Dene Nation, Buffalo River Dene Nation, English River Dene Nation, Canoe Lake Cree First Nation, Clearwater River Dene Nation, Flying Dust First Nation, Makwa Sahgaiehcan First Nation and Ministikwan Lake Cree Nation.
• Evaluator will help MLTC strengthen MLTC existing programs, identify gaps in service, and plan effectively for the future health and well being of the eight (8) MLFN communities.
All interested applicants are invited to submit: estimated cost of services, evaluation outline, method and sample evaluation report, a letter of intent (cover letter), resume detailing qualifications and experience or Bio of business, copies of credentials, current satisfactory RCMP Security Clearance (Criminal Record Check inclusive of the Vulnerable Sector Check), copy of valid driver’s license, and a list of three (3) current professional supervisory references to:
