MLTC was created by nine First Nations located in north-west Saskatchewan who have constitutionally recognized aboriginal rights and Treaty Rights under Treaties #6, #8 and #10. The primary purpose of MLTC is to serve those First Nations in their aspirations for cultural, economic and political autonomy. As a private sector employer engaged primarily in promoting and serving the interests of the member First Nations, MLTC asserts its right to provide preferential treatment to First Nations people, giving them priority in decisions on employment matters such as hiring, and this can extend to measures such as opening competitions only to First Nations people.

The Meadow Lake Tribal Council is seeking a highly motivated individual to fill the full-time, permanent position of Manager for the Mistahey Musqua Treatment Centre (MMTC). The MMTC Manager is responsible and accountable to the Community Wellness Director for the organization, management, supervision, and service delivery of the MMTC Treatment Program. This position has the mandate to run MMTC within the policies, plans, and overall direction established by the MLTC Health & Social Development department. The MMTC is located on the Makwa Sahgaiehcan First Nation.
MMTC Philosophy: The philosophy of the Mistahey Musqua Treatment Centre is to promote an addiction free lifestyle and to enhance the health and well-being of our First Nation communities by providing holistic (physical, emotional, mental & spiritual) counseling services in the area of prevention, treatment and aftercare.
Duties (include but not limited to):
- Reporting on a regular basis on all aspects of the management and treatment services provided.
- Planning, implementation, and evaluation of the treatment services, the organization and the operations of the MMTC.
- Incorporate the MLTC-HSD ten (10) year Health Plan and the accreditation process into MMTC program planning.
- Include recommendations on appropriate policy and procedural changes required to provide proper management and treatment within the Centre.
- To ensure operational and treatment plans are prepared, coordinated and presented for approval.
- To ensure the required standards of treatment service delivery and the procedures governing all aspects of the operations are developed, documented and approved.
- To maintain good working relations and an active liaison with all professionals, organizations, community groups, and individuals directly or indirectly involved in the operations of the MMTC.
Qualifications:
Minimum:
- Mental Health and Addictions Diploma, Licensed Practical Nurse Diploma, Registered Psychiatric Nurse or a related post-secondary Diploma or Degree with a professional designation in a related field in Mental Health and Addictions.
- Designation with the Indigenous Certification Board of Canada, Canadian Addiction Counsellors Certification Federation or the Canadian Council of Professional Certification or commitment to complete with 6 months.
Preferred:
- Bachelor of Nursing, Social Work, Psychology, Addictions with a professional designation, or relevant/equivalent.
- Specialized training or work experience in the First Nations Mental Health Framework and Continuum of Care of Harm Reduction, Detox, Treatment, Specialized Treatment, Aftercare and Second Stage Housing and five-year relevant experience in a preferred in Treatment Centre management/administration that includes the supervision of employees with minimum five (5) years of experience and demonstrated knowledge in Mental Health & Addictions Counselling preferred.
Other:
- Must lead a life of holistic wellness; sobriety and free of addictions.
- Demonstrated capacity to work in the administration and addictions field.
- Will possess excellent supervisory, interpersonal, time-management, and organizational skills.
- Will be knowledgeable with administrative procedures and possess basic accounting skills.
- Demonstrated experience in Treatment Centre counseling programs is a definite asset.
- Knowledge and understanding of the links between alcohol/addictions treatment and health issues at the First Nation community level.
- Knowledge of First Nations history, culture, traditions, values; First Nation organizations/communities’ structure, procedures, and protocols, etc.
- Able to speak Cree and/or Dene is considered a valuable asset.
- Must have CPR & First Aid Training; must possess a valid driver’s license.
- Satisfactory RCMP Security Clearance (Criminal Record Check inclusive of a Vulnerable Sector Check).
