MLTC was created by nine First Nations located in north-west Saskatchewan who have constitutionally recognized aboriginal rights and Treaty Rights under Treaties #6, #8 and #10.   The primary purpose of MLTC is to serve those First Nations in their aspirations for cultural, economic and political autonomy.  As a private sector employer engaged primarily in promoting and serving the interests of the member First Nations, MLTC asserts its right to provide preferential treatment to First Nations people, giving them priority in decisions on employment matters such as hiring, and this can extend to measures such as opening competitions only to First Nations people.

The Meadow Lake Tribal Council is seeking a highly motivated individual to fill a full-time, permanent position of Procurement & Contract Specialist. The Specialist will manage the purchasing of materials and services, office space, and vehicles to meet the needs of all MLTC programs.


Duties (include but not limited to)

  • Working collaboratively with Program Managers, negotiate and prepare contracts for professional and specialty services;
  • Negotiate and administer lease agreements/renewals for office space and manage ongoing relationships with property owners;
  • Negotiate rates with suppliers for hotel & conference services;
  • Negotiate with local suppliers the acquisition and trade-in of MLTC fleet units;
  • Review, evaluate, and prepare Purchase Requests and formal purchasing proposals to ensure quality, suitability, and quantity of materials, supplies, and equipment;
  • Promote and maintain responsible business relations with vendors and develop diversified sources of supply; Evaluate vendor performance;
  • Establish policies and adhere to best practices for purchasing;
  • Maintain statement of values of all property for insurance purposes;
  • Participate as project team member in any Capital construction projects undertaken by MLTC, or overseen by MLTC-Health in support of member FN-Health reno/construction projects.


Required Qualifications & Skills: 


  • Combination of relevant education and experience may be considered.



  • Completion of purchasing training
  • 3 + years’ experience in a responsible position that included activities in purchasing of supplies, and preparing purchasing contracts.


  • Have excellent organizational, decision making and professional judgement
  • Excellent communication (written/verbal) skills, planning and presentation skills, time management skills and ability to prioritize multiple demands.
  • Strong analytical skills, project management abilities.
  • Intermediate to advanced computer
  • Experience working in a First Nation organization is desirable.
  • Ability to speak the Cree/Dene language is a definite
  • Knowledge of, and sensitivity towards First Nations cultures is also an
  • Possession of a valid driver’s license and able to travel
