Preferential Hiring Policy

This Policy is designed to support MLTC in hiring First Nation candidates when considering applicants for employment positions.

MLTC will give preferential treatment to qualified First Nation or other Indigenous candidate in its recruitment process in recognition of its purpose and the principles as outlined below:

  • It is recognized that members of First Nation communities have historically faced disadvantages in equal opportunities for employment in society.  To address this MLTC is committed to increasing employment of First Nations people.
  • MLTC was created to serve its 9 member First Nations in their aspirations for cultural, economic and political autonomy.
  • MLTC is primarily engaged in serving the interests of its First Nation members, and it is in keeping with this mandate for MLTC to give preferential treatment in hiring, provided successful candidates possess qualifications, knowledge, skills and meet the minimum suitability requirements as stated for the position.
  • In certain circumstances MLTC opening competitions exclusively to First Nations persons is justified where this is a reasonable and bona fide qualification given the nature of the employment, including for culturally sensitive positions.
  • MLTC determines the requirements of any position recognizing and honoring the unique cultures of each of the 9 member First Nations.

For the purpose of this policy:

  • “Preferential treatment” means giving priority in decisions on employment matters such as hiring, promotion, and training. It can include such measures as opening competitions only to First Nations or other Indigenous persons.
  • “qualified” means that the First Nation candidate must possess the qualifications, knowledge and skills to meet minimum suitability requirements as stated for the position.

MLTC will carry out recruitment and hiring process having regard to the above stated purpose and principles.

This preferential hiring policy has been developed having regard to the provisions of The Saskatchewan Human Rights Code1, the Canadian Human Rights Act and Aboriginal Employment Preference Policy2, and the Employment Equity Act.3

Recruitment Advertising:

The postings and advertisements for positions will indicate that preference will be given to qualified First Nation or other Indigenous candidates.

For certain culturally sensitive positions postings and advertisements will indicate the competition is open only to qualified First Nations applicants who self-declare their membership in or their ties to a member First Nation.
